Rochester, Minn. -- The Minnesota Pollution Control Agency (MPCA) has prepared an Environmental Assessment Worksheet for the James O'Connor Hog Feedlot sites proposed in Newry Township, Freeborn County and Blooming Prairie Township, Steele County. The EAW is open for public review and comment from Monday, Nov. 21, to Wednesday, Dec. 21, 2005.
James O'Connor proposes construction of three 2,400 head wean-to-finish swine buildings. Two of the buildings would be located on the Newry Township site and one on the Blooming Prairie Township site. The three proposed barns will each have reinforced concrete construction. They will be curtain-sided, naturally ventilated and pit ventilated with concrete slats and metal grating. Manure would be collected in under-barn reinforced concrete storage areas and applied at agronomic rates to cropland. The total facility size, including both sites, would be 7,200 wean-to-finish hogs.
Interested parties may comment on the EAW during the 30-day public notice period. Written comments submitted by 4:30 p.m. on Wednesday, Dec. 21, will become part of the public record. The EAW and written public comments help to evaluate the proposed project's potential for significant environmental effects, and to determine if the project warrants an Environmental Impact Statement, a more comprehensive environmental review.
