St. Paul, Minn. - The public is invited to comment on an Environmental Assessment Worksheet (EAW) and solid waste permit prepared by the Minnesota Pollution Control Agency (MPCA) for the proposed construction and operation of a solid waste transfer facility in Blaine. The facility would process mixed municipal solid waste, industrial solid waste, construction and demolition debris, and yard waste.
The proposed facility would be operated by SKB, a subsidiary of Carl Bolander and Sons Co. The facility would be part of the Blaine Environmental Campus at 10320 Naples St. in Blaine. The public is invited to comment on this EAW and permit from Jan. 31 through March 2, 2005.
SKB proposes construction of a 10,000 square-foot building for waste transfer operations with an annual processing capacity of 156,000 tons. The facility would accept and process wastes to be placed in trailers so that they could be transported to permitted processing facilities, disposal facilities, or recycling market locations.
Commercial waste hauling companies and home owners could deliver yard waste, industrial solid waste, construction and demolition debris, as well as municipal solid waste to the facility on a daily basis. This facility would not be allowed to accept or process hazardous waste including household hazardous waste.
The EAW, a preliminary environmental review looking at how a proposed project could potentially affect the environment, is open to a 30-day public review and comment period. Comments on the proposed transfer facility should be submitted in writing by 4:30 p.m. on March 2, 2005, to Lynne Kolze, MPCA, Regional Division, Environmental Review and Operations Section, 520 Lafayette Road N., St. Paul, MN 55155-4194 or by fax to (651) 296-7782.
The MPCA will use these comments to evaluate the potential for significant environmental effects from the project and determine if an Environmental Impact Statement (a more comprehensive environmental review) is needed.
