St. Paul, Minn. ― Randy’s Sanitation, located in Delano, has proposed increasing the capacity of its solid waste transfer and recycling station in Wright County. The proposed project would nearly double the facility’s capacity for municipal solid waste, from about 78,000 tons per year to 150,000 tons per year.
As part of its environmental review process, the Minnesota Pollution Control Agency (MPCA) has prepared an Environmental Assessment Worksheet (EAW). An EAW has information about potential negative environmental effects of a proposed project and ways to avoid or minimize them before the project is permitted and built. The MPCA is accepting comments on this document through Sept. 5, 2012.
Typically, any required environmental review must be completed before construction begins. However, in this case, construction was completed without the required environmental review. The MPCA has taken enforcement action in response to this procedural error. The new facility will not begin operating until the environmental review is complete and a permit is issued.
