MPCA Contractor and Subcontracting Guidance


If you are a Minnesota Pollution Control Agency contractor, grantee or vendor, please read the letter below regarding the resumption of contract work following the state government shutdown.

Minnesota Pollution Control Agency Contractors are required to follow the MPCA Contractor and Subcontracting Purchasing Manual. The State/MPCA reserves the right to update said instructions at any point. Once the MPCA has distributed any revised instructions to the MPCA Contractors, the MPCA Contractors are required to implement all changes based on the revision date of the MPCA Contractor/Subcontracting Purchasing Manual.

The MPCA Contractor and Subcontracting Purchasing Manual applies to subcontracting of services and commodities for the following MPCA Contracts: Operation and Maintenance of Closed Landfills Contract, Landfill Investigation, Design, and Construction Oversight Contract, Watershed Restoration and Protection Projects Contract, Emergency Response Contract, Superfund, Petroleum, and Agriculture Environmental Contract, Land Survey Services Professional Master Contract and other contracts as determined by the MPCA. The Superfund, Petroleum, and Agriculture Environmental Contract is a contract with both the MPCA and the Department of Agriculture hereafter the term MPCA applies to both Agencies for this Contract.
