The MPCA is strongly committed to maintaining the privacy of your personal information and the security of our computer systems. With respect to the collection, use and disclosure of personal information, the MPCA makes every effort to ensure compliance with applicable federal and state laws, including the Minnesota Government Data Practices Act.

Collecting and using information

When you visit the MPCA website, the server that hosts the MPCA website automatically gathers and store certain information about your visit in a standard log file. This information does not identify you personally and consists of the following:

  • the Internet domain (for example, "xcompany.com" if you use a private Internet access account, or "yourschool.edu" if you connect from a university's domain).
  • your IP address (an IP address is a number that is automatically assigned to your computer whenever you are surfing the Web) from which you access our website.
  • the type of browser and operating system used to access our site.
  • the date and time you access our site.
  • the pages you visit.
  • the address of the website you came from if you linked to our website from another website.

We use this information to help us make our site more useful to visitors — to learn about what information was viewed, the level of demand and the topics of interest.

Except where specified, you do not need to provide personally identifiable information to visit or download information from the MPCA website. If you choose to provide personal information, for example by subscribing to an email list or submitting comments through an online form, information will only be used for the purposes you authorized. In accordance with the Children's Online Privacy Protection Act (COPPA), we require that users of our online forms be 13 years of age or older. All information collected at the MPCA website becomes public record that may be subject to inspection and copying by the public, unless an exemption in law exists.

Security

For site security purposes and to ensure that the services available through the this website remain available to all users, MPCA employs industry standard methods to monitor network traffic to identify unauthorized attempts to upload or change information, or otherwise cause damage. Unauthorized attempts to upload information or change information on this website are strictly prohibited and may be punishable under the Computer Fraud and Abuse Act of 1986 and the National Information Infrastructure Protection Act. Except for these authorized law enforcement investigations, no other attempts are made to identify individual users or their usage habits.

Email, form submissions and e-business transactions

Information submitted by site users through email, Web forms or e-business transactions is managed according to the Minnesota Government Data Practices Act (MGDPA).

If you submit a Web form or send an e-mail to the MPCA, the following information will be collected:

  1. The email address and contents of the email; and
  2. Information volunteered to complete the Web form.

This information is retained in accordance with state statutes. Any personally identifiable information submitted is used to respond to the request, forward the request to another appropriate state agency, or analyze trends.

Web content

The MPCA strives to keep current all content available through its website by removing outdated material routinely. However, if you or your organization make decisions or take actions based on content from this website, the MPCA suggests that you save a copy of that content in the event that it is replaced or removed. The MPCA cannot guarantee that material will be available once removed from this website.

The MPCA is responsible for the enforcement and compliance of various state laws. This requires the collection of company data, and, in some cases, personal information. The MPCA manages this information pursuant to the Minnesota Government Data Practices Act (MGDPA, Minn. Stat. Ch. 13).

Under the MGDPA you have a right to challenge the accuracy of any personal data made available for public viewing on any MPCA website.
