MPCA Environmental Assistance Grants and Loans Program —
Current Loan Opportunities
The Environmental Assistance Loan Program is accepting applications starting September 14, 2009 until June 30, 2011. This Web page also provides downloadable application forms, reference documents such as Frequently Asked Questions, and links to applicable statutes and rules. Applications should be submitted electronically to Grants-Loans@pca.state.mn.us as an e-mail attachment. Faxed applications or applications received after the June 30, 2011 deadline will not accepted for consideration under this RFP.
Who can apply
Priority eligible applicants: Minnesota-based small to medium-sized businesses and political subdivisions of Minnesota
Eligible projects and costs
Priority eligible projects: pollution prevention, source reduction, recycling, and source-separated composting
Eligible loan costs: limited to the capital costs of implementing waste or pollution prevention technologies in Minnesota. Capital costs are limited to the costs of acquisition of machinery and equipment, including freight and installation, and related improvements
The Fiscal Years 2010-11 EA Loan Program is offering two types of loans: Participatory or Direct. Participatory Loans allow for awards up to a maximum loan of $100,000 at zero percent interest. Direct Loans are limited to established applicants and allow for awards up to a maximum loan of $50,000 at four percent interest or one half the prime rate, whichever is greater. EA Loan Program guidelines call for Participatory Loan funds to be matched by a minimum dollar-for-dollar match (1:1) by loans from a participating financial institution. An administrative fee may be added to the Participatory Loan to defray costs associated with the servicing of the EA loan by the financial institution. Direct Loans require a 33% match (2:1) of loan funds by the applicant.

Agency under Minnesota statutes and rules (Minn. Stats. §§ 115A.0716,
115A.02, 115D.02 and 115D.03 and Minn. Rules part 9210.0800-9210.0855).
